Westfield was born and raised in Cleveland, Tennessee and lived there all of her life.  She graduated from Cleveland State Community College and went on to be involved in the community.

She was Cleveland’s first black female deputy and was the first black woman elected to the City Council. She also worked as a probation officer and a Red Cross volunteer.

Westfield was married to Haile Westfield and had 4 children.
